The Tribunal will continue to enquire into the allegation that, between 2008 and 2014, Dr Paganelli treated four patients when he knew that he did not have adequate insurance or indemnity cover.  Following clinical negligence claims made variously to Bristol County Court, Central London County Court, and Newcastle County Court Dr Paganelli was ordered to pay damages and/or costs to three of those patients.

It is also alleged that the patients were disadvantaged insofar as they were either unable to recover the damages and/or costs as a result of their claims, or unable to pursue a clinical negligence claim for compensation following Dr Paganelli’s treatment of them and that Dr Paganelli’s actions were dishonest.


This reflects the allegation as it stands at the start of the hearing. The allegation may be amended as the hearing proceeds and when findings of fact are made by the tribunal.
