Pre hearing information
The tribunal will inquire into the allegation that on 9 June 2018 and 11 August 2018, Dr Muel failed to provide good clinical care to Patients A and B respectively.
It is also alleged that between 28 July 2018 and 4 August 2018, Dr Muel carried out locum shifts whilst on paid sick leave from Aneurin Bevan University Health Board (ABUHB). In addition, it is alleged that in February 2019, Dr Muel failed to declare, in an application for employment, that his registration with the GMC was subject to an interim order of conditions and that on 7 April 2019, Dr Muel submitted a document to the GMC which contained a false statement. It is alleged that Dr Muel’s conduct was dishonest.
Finally, it is alleged that on 26 April 2019 at Gwent Magistrates Court LJA, Dr Muel was convicted of committing fraud between 18 July and 12 August 2018, in that he dishonestly made a false representation that he was unfit to attend work for ABUHB, with the intention of gaining the payment of full sick pay, whilst working at Wrexham Maelor Hospital. It is alleged that Dr Muel was sentenced to: a community order to carry out unpaid work for 100 hours within 12 months; pay a surcharge of £85 to fund victim services and a collection order.

Honnir bod ymddygiad Dr Muel yn anonest.
Yn olaf, honnir ar 26 Ebrill 2019 yn LJA Llys Ynadon Gwent euogfarnwyd Dr Muel o gyflawni twyll rhwng 18 Gorffennaf ac 12 Awst 2018, ei fod wedi gwneud ymhoniad anwir yn anonest nad oedd ei iechyd yn ddigon da i weithio i ABUHB, gyda'r bwriad o dderbyn y taliad o dâl salwch llawn, tra'n gweithio yn Ysbyty Wrecsam Maelor. Honnir y dedfrydwyd Dr Muel i: orchymyn cymunedol i wneud gwaith heb dâl am 100 awr o fewn 12 mis; talu gordal o £85 i gyllido gwasanaethau dioddefwyr a gorchymyn casglu.
This reflects the allegation as it stands at the start of the hearing. The allegation may be amended as the hearing proceeds and when findings of fact are made by the tribunal.
