- Allegation
The tribunal will inquire into the allegation that, from April 2022 to January 2024, Dr Horn carried out regulated activities, specifically surgical procedures, at premises which were not registered with the Care and Quality Commission. It is also alleged that, in 2023, Dr Horn failed to provide good clinical care to Patient A, which included allowing someone who was not a registered health care professional, or suitably qualified, to be involved in aspects of Patient A’s treatment.
It is further alleged that, in November and December 2023, Dr Horn intended to provide medical services to Ms C and conceal the fact that his registration with the GMC had been suspended and his licence to practise had been withdrawn in October 2023. It is alleged that Dr Horn’s actions were dishonest.
