Guidance introduction

The guidance introduction sets out how decision making by tribunals should be proportionate, transparent and fair.

Decisions at tribunals are made to protect the public, which includes protecting, promoting and maintaining health, safety and well-being; promoting and maintaining public confidence and promoting and maintaining professional standards and conduct of PA and AA's.

The Guidance introduction explains how decision making should be made and the likely measure with examples of typical case types including:

  • sexual misconduct
  • dishonesty
  • violent or abusive behaviour
  • discrimination
  • clinical concerns
  • impact of a health condition
  • knowledge of English language.

This guidance came into effect on 24 November 2025.
