Procedural matters relating to tribunal hearings

The guidance on procedural matters explains what a tribunal should consider before and during a hearing.

It outlines the expectations that tribunals will have of parties and how they should manage applications made by parties during the hearing.

It covers areas that include:

  • how the tribunal will manage the hearing if the doctor does not attend
  • who is allowed to represent the doctor at a hearing and who can be present during the hearing
  • what will happen if a party asks for more time during a hearing
  • how witnesses can be supported to give evidence at a hearing
  • what will be done if someone needs an adjustment to participate in the hearing
  • how decisions are made.

This guidance came into effect on 24 November 2025. The guidance was published on 30 September 2025.
