Part A: stage one - facts

At Stage one of an medical practitioners tribunal (MPT) hearing, the MPT will consider evidence provided by both parties (the GMC and doctor) to decide whether the allegations presented by the GMC are proved. This is known as making findings of fact.

This stage outlines:

  • the burden and standard of proof the tribunal must apply,
  • how fact finding should be approached and,
  • the need to record reasons for decisions on facts.
