Procedural matters relating to tribunal hearings
The guidance on procedural matters explains what a tribunal should consider before and during a hearing.
It outlines the expectations that tribunals will have of parties and how they should manage applications made by parties during the hearing.
It covers areas that include:
- how the tribunal will manage the hearing if the PA or AA does not attend
- who is allowed to represent the PA or AA at a hearing and who can be present during the hearing
- what will happen if a party asks for more time during a hearing
- how witnesses can be supported to give evidence at a hearing
- what will be done if someone needs an adjustment to participate in the hearing
- how decisions are made.
This guidance came into effect on 24 November 2025.
